Accepting Bids for 2019 Paving Program

ADVERTISEMENT FOR BIDS

Sealed, informal bids for the construction of the 2019 Paving Program for the Town of Weaverville will be received by the Town of Weaverville, 15 Quarry Road, Weaverville, NC  28787 until 2:00 p.m., Thursday, May 2, 2019 in the Public Works Facility Conference Room located at 15 Quarry Road, Weaverville, NC  28787.  All bids received after the stated time will be returned unopened. Bids will be for the furnishing of labor, materials and equipment pertaining to the completion of the following work.

The work, along with all related construction, includes:  1) Milling to remove the existing asphalt pavement on Church Street from North Main to Highland Street (totaling approximately 2,300 LF in length and 18 feet wide), cleaning and crack sealing of the underlying concrete pavement, then repaving with BST, asphalt binder and asphalt surface course; and 2) milling of the asphalt pavement on the Town’s downtown Municipal Parking lot, repair of subgrade, then paving the lot with asphalt surface course and restriping the parking spaces, and 3) miscellaneous asphalt and concrete patching within town.

Bid Documents for the project can be examined beginning April 16, 2019, during normal office hours, at the Town of Weaverville Public Works Facility, 15 Quarry Road, Weaverville, NC  28787 or at Town Hall, 30 South Main Street, Weaverville, NC 28787. Bidders may obtain copies of the bid documents at no charge by request from the Public Works Director, Dale Pennell, by calling office phone at 828-645-0606, cell phone 828-231-7050 or by email at [email protected]

The bidder’s attention is directed to the fact that all applicable state laws, municipal ordinances, and the rules and regulations of the authorities having jurisdiction over construction of the project shall apply to the contract throughout, and they will be deemed to be included in the contract the same as though written out in full. Contracts for work under this bid will obligate the contractor and subcontractors to comply with applicable state statutes and regulations concerning conditions of employment. Bidder must comply with the requirements of the NC Contractors Licensing Laws.

Each informal bid shall be submitted in a sealed envelope addressed to the Town of Weaverville and each envelope shall clearly show on the outside the following information:

ADDENDUM #1

2019 Paving Project

This Addendum No. 1 is issued this the 26th day of April, 2019 to all parties who hold a set of Bid Documents for the project entitled “2019 Paving Project, Town of Weaverville, Weaverville, NC”.  This Addendum No. 1 shall become part of the Contract Documents and its receipt shall be acknowledged on the bid documents at the time of bidding.

The following additions, revisions, and/or clarifications shall be made to the Contract Documents:

  1. The Bid Date is hereby changed to May 9, 2019 at 2:00 pm local time.  All others bidding requirements shall remain as contained in the original Bid Documents.

NOTICE OF OFFER TO PURCHASE TOWN PROPERTY AND

UPSET BID PERIOD PURSUANT TO NCGS 160A-269

 

The Town of Weaverville has received an offer concerning the sale of property owned by the Town of Weaverville in Buncombe County, North Carolina, and more particularly described as follows:

 

Street Address: 13 Central Avenue, Weaverville, NC, 28787

Parcel Identification Number: 9742-27-8468

Deed Reference:  Book 1054 at Page 316

Conditions:  To be sold “as is”

 

The offer that has been received is for $350,000. Persons wishing to upset this offer must use the approved “Agreement for Purchase and Sale of Real Property” which contains all of the terms and conditions acceptable to the Town for the sale of the property including, but not limited to, an “as-is” condition, required deed restrictions, no loan or other contingencies, and closing within 30 days of acceptance by the Town.

A qualifying higher bid is one that raises the existing offer to an amount not less than $367,550. A qualifying higher bid must be accompanied by a bid deposit in the amount of 5% of the bid and must be submitted in cash, cashier’s check or certified check payable to the Town of Weaverville.  To be considered, a bid must be submitted in a sealed envelope marked “Offer on 13 Central Avenue” and delivered so that it is received by the Weaverville Town Clerk at 30 South Main Street, Weaverville, NC, 28787, by 4 pm on April 22, 2019. At that time the Town Clerk will open any and all offers received and the highest qualifying bid will become the new offer. If there is more than one bid in the highest amount, the first such bid received will become the new offer.

The Town will return the deposit on any bid not accepted, and the deposit on an offer if a qualifying higher bid is received. The Town will return the deposit of the final high bidder at closing.

The Weaverville Town Council must approve the final high offer. The Town reserves the right to withdraw the property from sale at any time before the final high bid is accepted and the right to reject, at any time, all bids.
