NOTICE OF PUBLIC HEARING

Public Notice is hereby given that the Town of Weaverville Board of Adjustment will hold a Public Hearing following quasi-judicial procedures on Monday, October 12, 2020 at 7:00p.m. This meeting will occur within the Fire Department training room located at 1 Monticello Road, Weaverville, NC to consider the following item:

An application to amend an existing special use permit for Fairfield Inn, Weaverville specific to parcel identification number 9742-09-7663, 39 Fairfield Approach Drive. The nature of the requested amendment is to amend the site plan established by order of the Zoning Board of Adjustment for the parcel and project on October 10, 2016 to provide for a permitted use within the underlying zoning district.

The State of North Carolina, Buncombe County and the Town of Weaverville have all declared States of Emergency in response to the COVID-19 public health crisis.  Because of the risks to the public that would arise from in-person meetings, the Town’s regular meeting on September 28, 2020, will be conducted via remote electronic format.

This NOTICE OF REMOTE ELECTRONIC MEETING is to inform the public that the

Weaverville Town Council will hold its regularly scheduled meeting on Monday, September 28, 2020 at 7:00 p.m. as an electronic video/audio meeting via Zoom Meeting. Access to the meeting will begin at 6:45 p.m. and the meeting will start at 7:00 p.m. The instructions to access this public meeting are:

TOWN OF WEAVERVILLE USDA-FUNDED WATER TREATMENT PLANT EXPANSION PROJECT REQUEST FOR QUALIFICATIONS FOR ENGINEERING SERVICES

TOWN OF WEAVERVILLE USDA-FUNDED WATER TREATMENT PLANT EXPANSION PROJECT REQUEST FOR QUALIFICATIONS FOR ENGINEERING SERVICES

The Town of Weaverville (Town) will be undertaking an expansion of the Town’s water treatment plant located at 50 Sams Road, Weaverville, NC, from 1.5 million gallons per day to 3.0 million gallons per day of water treatment production capacity. USDA funding to finance up to 100% of the total project related expenses will be requested. The Town is seeking professional engineering services for all necessary professional engineering for the project. This work initially includes the preparation of a Preliminary Engineering Report (PER) and all required Environmental Reports, including specifically an Environmental Assessment prepared under the requirements of the National Environmental Policy Act (NEPA), all in accordance with USDA guidelines to support the USDA application process. If funding is approved, additional work will include the final design, approval, permitting, bidding and award, construction inspection, and contract administration through the final certification on the project.

Interested engineering firms must first submit an “interest” email to the Town’s Public Works Director, Dale Pennell, at [email protected] by not later than October 9, 2020. This email should include all contact information including contact person, phone number, email address, and mailing address. A packet of project related information will be mailed to all firms that have timely submitted an “interest” email. The project packet will contain project information, including facility plans and related information, and instructions on scheduling a site visit, which is strongly encouraged. To be considered, qualifications packages must be submitted in hard copy by 4:00 pm on October 30, 2020, to the attention of:

Five copies of the qualification package should be submitted. The qualifications package should be limited to 20 pages (not including front or back covers, table of contents, and cover letter), should be clearly marked to indicate the project title, and should include the following:

  1. Description of engineering services on previous projects with comparable scope and complexity;
  2. List of specific personnel who would serve on the firm’s project team with names and titles;
  3. References from at least 3 owners for which engineering services were provided on similar projects;
  4. Familiarity with the water treatment plant, the expansion project, and surrounding area;
  1. Description of relevant experience with the water treatment plant expansion projects and USDA-funded projects;  
  2. Discussion of team availability; and
  3. Proposed project timeline. 

Awards will be made to the responsible and qualified firm whose qualifications are best aligned with the Town’s  project and strategic objectives. The Town reserves the right to accept a firm that is most advantageous to the Town. TOTOWN OF WEAVERVILLE NOTICE OF SPECIAL CALLED MEETING, NOTICE OF REMOTE ELECTRONIC MEETING, AND NOTICE OF PUBLIC HEARING

PUBLIC NOTICE is hereby given that the Weaverville Town Council will hold a special called meeting on Monday, September 28, 2020, beginning at 6:45 p.m., for the purpose of holding a Public Hearing(s) on the voluntary annexation petition submitted by Bernhard Conrad and Linda Grace Conrad for 2.10+/- acres of unimproved land on Reems Creek Road, bearing Parcel Identification Number 9732-92-9070 and being Lots 1 and 2 as shown on the plat recorded in Plat Book 24 at Page 49, and the R-3 initial zoning for the property should it be annexed.

This special called meeting and public hearing will occur as an electronic audio/video meeting via Zoom Meeting. Access to the meeting and hearing will begin at 6:30 p.m. and the meeting and hearing will start at 6:45 p.m.
