John Penley is a Weaverville native where he has served in almost every position the town has to offer from the back of the garbage truck to the head of town administrator to being elected for his first term on Weaverville town council in 1999 and was reelected in 2011 for the first 4-year term the town offered. John is also the 3rd generation fire chief for the town of Weaverville following his grandfather, Eugene Penley and father Jim Penley.
Doug has been a Volunteer firefighter with Weaverville Fire Department since 1976. Then became employed with the City of Asheville Fire Department in 1980. John then became the first paid fire chief for the Town of Weaverville in 1986. During his time as fire chief, he served as interim City Manager, Public Works Director and Weaverville police officer. John retired from the Buncombe County Sheriff Department in 2004, but is still a sworn in law enforcement officer with the Buncombe County Sheriff Department.
John and his wife Jamie reside at 163 North Main Street in the house his grandfather built in 1925. His daughter Jordan is now service in the United States Air Force. Since childhood, John has been dedicated to service including fire service and law enforcement. John enjoys spending time with his family and friends and is an active member of Biltmore Baptist Church.
Doug graduated from North Buncombe High School (1980) and earned his Associate degree in Fire Science Technology. He obtained a Journeyman firefighter certification through National Fire Protection Agency and North Carolina State Law Enforcement Certification through Asheville Buncombe Technical College. He is also a Graduate of UNC Chapel Hill, Institute of Government (Municipal Administration).
