PUBLIC NOTICE OF TOWN OF WEAVERVILLE’S INTENT TO APPLY FOR FEDERAL ASSISTANCE AND PUBLIC INPUT MEETING

This is a public notice to advise the residents of the Town of Weaverville that the Weaverville Town Council will be submitting an application to USDA, Rural Development, for financial assistance.  The purpose of the assistance will be to construct a new 12-inch DIP water line on Clarks Chapel Road and Ollie Weaver Road to improve the water distribution system reliability and operation. The Town of Weaverville is expecting the USDA loan funding to cover 100% of the estimated $2,970,600 project cost.  The project time frame is estimated as follows: funding requirements complete by 1/1/2019, bid requirements complete by 8/1/2019, and construction complete by 10/10/2020.

A public meeting will be held at Weaverville Town Hall located at 30 South Main Street Weaverville, NC, 28787, on September 17, 2018 at 6:45 p.m. to seek comments.

NOTICE OF OFFER TO PURCHASE TOWN PROPERTY AND UPSET BID PERIOD PURSUANT TO NCGS 160A-269

The Town of Weaverville has received and proposes to accept a $350,000 cash offer for the sale of property owned by the Town of Weaverville in Buncombe County, North Carolina, and more particularly described as follows:

Conditions:  To be sold “as is”

Persons wishing to upset the offer that has been received must submit their offer in a sealed envelope marked “upset bid” to the Weaverville Town Clerk at 30 South Main Street, Weaverville, NC, 28787, by 5 pm on August 13, 2018. At that time the Town Clerk will open the bids, if any, and the highest qualifying bid will become the new offer. If there is more than one bid in the highest amount, the first such bid received will become the new offer.

A qualifying higher bid is one that raises the existing offer to an amount not less than $367,550.00. A qualifying higher bid must be accompanied by a bid deposit in the amount of 5% of the bid and must be submitted in cash, cashier’s check or certified check payable to the Town of Weaverville. The Town will return the deposit on any bid not accepted, and the deposit on an offer subject to upset if a qualifying higher bid is received. The Town will return the deposit of the final high bidder at closing.

The Weaverville Town Council must approve the final high offer before the sale is closed, which it intends to do within 30 days after the final upset bid period has passed. The Town reserves the right to withdraw the property from sale at any time before the final high bid is accepted and the right to reject, at any time, all bids.

A special called meeting of the Weaverville Town Council will be held on July 24, 2018 at 6:00 pm within the Town Hall Council Chambers located at 30 South Main St., Weaverville, NC.  The purpose of this meeting is for Town Council to discuss capital projects.

Public Hearing Notice

The Town of Weaverville is seeking public input related to a System Development Fee Study conducted by WR-Martin.  During last year’s session of the North Carolina General Assembly, S.L. 2017-138 was passed and provides local governments the authority to adopt system development fees for public water and sewer systems.  Following its passage, the Town commissioned the report as part of its effort to develop appropriate fee levels. Council and staff have reviewed the report and believe the methodology described therein is reasonable and conforms to the parameters of the state statute.

 

At a special called meeting of Town Council Meeting on Monday, June 4, 2018, at 6:00 p.m., members of the Town Council will hold a public hearing in which to receive comments from all interested parties on the WR-Martin Study and water system development fees for the Town. This meeting and public hearing will be held in Council Chambers at Town Hall located at 30 South Main Street, Weaverville, NC, 28787, beginning at 6 p.m., or as soon thereafter as Council may reach the matter.  Those that cannot attend the meeting, but wish to share their comments may do so by sending an email to [email protected] . Town Council Special-Called Workshop: Building Strong Towns Presentation, Joe Minicozzi

The Town of Weaverville will be hosting an event on “Building Strong Towns”, presented by Joe Minicozzi, AICP on February 27, 2018 at 6pm. The event will be held at Town Hall located at 30 South Main Street, Weaverville. Joe Minicozzi is a founding member of the Asheville Design Center, a non-profit community design center dedicated to creating livable communities across all of Western North Carolina. The public is invited to attend.
