Town of Weaverville Welcomes Angela Reece as New Public Works Director

The Town of Weaverville is pleased to announce the appointment of Angela Reece as the new Public Works Director. Reece brings more than 15 years of municipal leadership experience, with a proven track record in overseeing public operations, infrastructure projects, and team development across Western North Carolina.

In her new role, Reece will oversee the Town’s streets, sanitation, stormwater, grounds maintenance, water distribution, and water production operations, ensuring that essential services are delivered efficiently, safely, and in compliance with local, state, and federal regulations.

“Angela’s deep background in municipal government, capital project management, and public works operations makes her an exceptional addition to our leadership team,” said Scottie Harris, Town Manager. “Her ability to lead with both technical expertise and a collaborative approach will be invaluable to the Town of Weaverville as we continue to invest in infrastructure and provide high-quality services to our residents.”

Reece previously served as Project & Facilities Manager for the Town of Black Mountain, where she directed more than $9 million in state and federal capital projects, including flood recovery initiatives, dam renovations, and a bridge replacement. She also developed the town’s first comprehensive Facilities Condition Assessment and negotiated contracts for emergency remediation of town facilities following Hurricane Helene, ensuring FEMA compliance and cost-effective recovery.

Her earlier roles include serving as City Clerk for the City of Hendersonville and as Town Clerk/PIO/Assistant to the Manager for the Town of Black Mountain, where she supported council initiatives, implemented community engagement programs, and strengthened transparency through IT modernization and citizen education.

A graduate of Western Carolina University, Reece holds a Master of Public Affairs and a Bachelor of Science in Criminal Justice. She has also earned numerous professional certifications, including a Project Management Certificate from UNC Charlotte, Advanced Supervisory Practices from UNC School of Government, and the Master Municipal Clerk designation.
